Selling a Car in Osceola vs Orange County: Where to Get Title Help

Short answer: In Florida, title and tag work is handled by your county tax collector. If you live in Orange County, go to an Orange County Tax Collector office (octaxcol.com), such as Downtown, West Oaks Mall, Clarcona, Sand Lake, Lee Vista and 417 or University, or a private partner agency that charges extra fees. If you live in Osceola County, go to an Osceola County Tax Collector office (osceolataxcollector.org): the Main Office or BVL in Kissimmee, Campbell City, or St. Cloud. The forms are the same statewide: HSMV 82101 for a duplicate title and HSMV 82050 for a Notice of Sale.

Orlando and Kissimmee are only a short drive apart, but they are in different counties. That matters when you need title help before selling a car. When it comes to title help, Osceola vs Orange County is a real difference. This guide explains where to go in each county, what to bring, and which steps are the same everywhere in Florida.

Who handles titles in Florida?

The Florida Department of Highway Safety and Motor Vehicles (FLHSMV) sets the rules and keeps the title records. But in Orange and Osceola counties, the offices where you actually do title work are run by the county tax collector. For example, FLHSMV's Osceola County page lists every office there as a tax collector-sponsored service center and notes that a tax collector service fee is added to the state's motorist services fees.

The good news is that the forms and the basic steps are the same in every Florida county. What changes is which office you go to, its hours and how you book a visit.

First, which county are you in?

It sounds simple, but it trips people up. The city on your mailing address doesn't always match the county you live in, because some areas have an "Orlando" or "Kissimmee" mailing address but sit near or across a county line. The easiest ways to check:

  • Look at your vehicle registration or your property tax bill, which shows the county.
  • Search your address on the county property appraiser's website.
  • Call the tax collector's office and ask.

Getting this right first saves you a wasted trip, especially if the office you pick only serves its own county's residents.

What to bring to the tax collector

Requirements depend on what you need done, so check the tax collector's website first. For a duplicate title, plan to bring:

  • A valid photo ID, such as your driver license. If you are getting a duplicate and transferring it to a buyer at the same time, FLHSMV says both of you must be there with photo ID.
  • A completed form HSMV 82101, the Application for Duplicate or Lost in Transit/Reassignment Title. You can download it from flhsmv.gov.
  • Payment for the state fee and any tax collector or agency service fee.
  • Your vehicle identification number (VIN), plate number or title number.

If there is still a loan on the car, the lender may hold the title, and you will need to deal with them first. Not sure what you need? Call us at 321-442-0085 and we'll tell you what we need to buy your car.

The steps are the same in both counties

If you have the title

Fill in the seller section on the title, including the buyer's name, the sale price and the odometer reading. Florida law says a title won't be accepted for transfer unless the seller enters the sale price, and it is illegal to transfer a title without the buyer's name on it.

If the title is lost

Apply for a duplicate with form HSMV 82101 at a tax collector office. Our guide on what to do with a lost Florida title covers the details, including when an old, low-value car can be sold as a derelict vehicle.

After you sell

Take your license plate off. In Florida, the plate belongs to the owner, not the car. Then file a Notice of Sale with form HSMV 82050 or the section on the title. Under section 319.22 of the Florida Statutes, you must notify FLHSMV within 30 days after the sale. If you won't use the plate on another car, turn it in at a tax collector office before you cancel your insurance. FLHSMV says Florida requires continuous PIP and PDL coverage on any registered car.
